A FAVORABLE DECISION FOR CONSUMERS, ACCORDING TO COGECO CABLE
Montreal, April 7, 2006 – Cogeco Cable favorably welcomes the CRTC’S decision concerning
deregulation of local telephony.
This decision establishes clear rules, which should ensure the establishment of a lasting
competition for local exchange telephony services across Canada, in the interest of Canadian
consumers.
The criteria comprised in this decision, such as geographical markets, the 25 % rule and the
quality of services, will ensure the emergence of a more competitive and definitely client-
oriented industry.

benefit from the impact of competition in the local telephony markets with regards to availability
of services and cost-effectiveness », indicated Mr Yves Mayrand, Vice President, Corporate
Affairs at Cogeco Cable.
